A compartmental model is described for the spread of Gambian sleeping sickness in a spatially heterogeneous environment in which vector and human populations migrate between two "patches": the village and the plantations. The number of equilibrium points depends on two "summary parameters": gr the proportion removed among human infectives, and R0, the basic reproduction number. The origin is stable for R0 1. Control strategies are assessed by studying the mix of vector control between the two patches that bring R0 below (...) 1. The results demonstrate the importance of vector control in the plantations. For example if 20 percent of flies are in the village and the blood meal rate in the village is 10 percent, then a 20 percent added vector mortality in the village must be combined with a 9 percent added mortality in the plantations in order to bring R0 below 1. The results are quite insentive to the blood meal rate in the village. Optimal strategies (that minimize the total number of flies trapped in both patches) are briefly discussed. (shrink)

The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. Michael Potts, Paul A. Byrne, an David W. Evans are critical of donation after cardiac death (DCD). Contrary to the authors’ assertion that the removal of vital organs is the proximate cause of death, the eventual fulfillment of the neurological criteria of death is solely dependant on the rate of brain cell death in the absence of circulation. Consistent with the “dead donor rule,” DCD is not the cause of death. There are also procedural mechanisms to address the potential (...) conflicts of interest that concern the authors. Rather than being prohibited, DCD may be an ethically justifiable exception to the rule that organ donors must be dead prior to organ recovery. (shrink)

Arguments for the extended mind suggest the possibility of extended knowers, individuals whose epistemic standing is tied to the operation of cognitive circuits that extend beyond the bounds of skin and skull. When applied to the Internet, this idea yields the possibility of Internet-extended knowledge, a form of extended knowledge that derives from our interactions and engagements with the online environment. This, however, yields a tension: proponents of the extended mind have suggested that cognitive extension requires the automatic endorsement of (...) bio-external content, but such a commitment appears to conflict with the need to carefully evaluate the veracity of online information. Lukas Schwengerer proposes a solution to this problem. He suggests that proponents of the extended mind ought to accept an alternative conception of the extended mind, one that allows for the evaluation of online content via the exercise of intellectual virtue. We highlight a number of problems with this proposal and suggest that further research is required before a virtue-theoretic approach to Internet-extended knowledge can be adopted. On a more positive note, we suggest that the exercise of intellectual virtue may play an important role in the developmental emergence of Internet-extended knowers. (shrink)

Near the end of 2015, Luis Fariñas del Cerro officially retired as directeur de recherche in the Centre National de Recherche Scientifique (CNRS) and became an Emeritus researcher of the CNRS. The present special issue is a Festschrift in his honour to celebrate Luis’s achievements in science, both as an outstanding scholar as well as a remarkable and highly successful organiser, administrator and leader in science and technology policy and management, in particular as the founder of the Journal of Applied (...) Non-Classical Logics. The issue contains 13 scientific contributions by 32 authors, among them Luis’s colleagues, former students and friends. Preceding versions of these papers were presented at the international workshop ‘Logical Reasoning and Computation’ that was held at IRITInstitut de Recherche en Informatique de Toulouse, Université Paul Sabatier, Toulouse, on 3–4 March 2016. In lieu of an abstract, here is a brief excerpt of the content:Many scholars have contended that Clare of Assisi’s original intention upon leaving her family home to take up religious life sometime around 1211 was to lead a life essentially like that of the mendicant friars.1 She and the women who soon joined her would be not only poor and penitential, but also itinerant and apostolic. Like the friars their life would be marked by both insertion into the world (...) and seclusion from it as they alternated between active service and recollected contemplation. The important proof text for this claim is a passage in a letter composed by Jacques de Vitry in 1216, just five years after Clare’s conversion. Many scholars, including Paul Sabatier, Luigi Pellegrini, Roberto Rusconi, Marco Bartoli, Ingrid Peterson, Chiara Frugoni, Giovanni Boccali, and Chiara Augusta Lainati believe the text to be the earliest witness to the manner of life led by Clare and her followers during their initial years.2 The letter has been used to argue further that the women were explicitly grouped together with the Lesser Brothers, were known by the parallel title of “Lesser Sisters,” and had the freedom to come and go as they wished during their early years in San Damiano.Since claims about the women’s early likeness to the friars’ mendicant way of life are often made as brief assertions resting on Jacques’s letter, I think it important to consider in a more detained fashion the provocative passage thought to support them. Closer scrutiny of Jacques’s text shows that while none of these claims can be entirely ruled out, importantly, none can be supported with any solid evidence. I agree essentially with scholars such as Lilly Zarncke, Ernest McDonnell, Maria Pia Alberzoni, Jacques Dalarun, and Lezlie Knox who consider the letter’s language too general to know if it refers specifically to Clare and her sisters.3 I suggest, furthermore, that there are reasons to conclude that this is certainly unlikely if the passage is interpreted to mean, specifically, that Clare and her sisters carried on an active apostolate outside of San Damiano.Jacques de Vitry is generally recognized as one of the most astute and forward-thinking observers of his time in terms of recognizing the importance of new religious groups. A Parisian master, canon regular, and bishop, Jacques had the opportunity to live in a variety of settings, including his native France, the Low Countries, Italy, and the holy land.4 In 1216, he traveled from Liège in the Low Countries to Perugia to be consecrated bishop by Honorius III, who himself had just been elevated to the papacy.5 Along with observations about other matters, Jacques shared the following comment about religious men and women in a letter that he sent almost certainly to a group of his friends back in Liège. He was writing in the early days of October 1216 as he was leaving Italy on a boat that would carry him to his new episcopal see in Acre. The letter, the first of six that survive, is prized not only for its reference to the Lesser Sisters, but also as the very first written testimony regarding the Franciscan movement in general. The great nineteenth-century historian Paul Sabatier thought it provided a more vivid and precise description of Francis’s ministry than any single passage contained in his early biographies.6 The passage, which represents less than seven percent of the entire letter, is rendered thus in a widely available English translation:I found one consolation in those parts, nevertheless: many men and women [multi enim utriusque sexus], rich and worldly, after renouncing everything for Christ, fled the world. They are called Lesser Brothers and Lesser Sisters [fratres minores et sorores minores]. They are held in great esteem by the Lord Pope and the cardinals. Is realism in political theory compatible with utopianism? This article shows that it is, by reconstructing a highly restrictive realist approach to political theory for guiding legislation and public policy, drawn from the work of Adam Smith, and showing how it can accommodate Piketty’s utopian proposal for a global tax on capital. This shows not only that realism and utopianism are compatible; but how realist and utopian political theory can be carried out in concrete cases. This moves debates to more (...) interesting questions of which forms of utopianism are permissible within which forms of realism; contributes to moving the contemporary realism debates from a Methodenstreit to questions of how it can and ought to be done; and contributes to an important contemporary debate about the permissibility of utopian proposals for political and economic reform in general and Piketty’s proposed global tax on capital in particular. In lieu of an abstract, here is a brief excerpt of the content:Nature and Nurture in French Ethnography and Anthropology, 1859-1914Martin StaumThe adaptability of non-European peoples to "civilization" was a critical issue deriving from the perennial nature-nurture question that haunted debates in the human sciences in late nineteenth-century France.1 The emerging scholarly disciplines of anthropology and ethnography helped provide a scientific veneer that bolstered existing cultural prejudices concerning the innate limitations or retarded development of non-Europeans. Certainly there were many other (...) pragmatic reasons for imperial expansion, and racists did not automatically become imperialists. But if, as Edward Said contended, imperialism "depends upon the idea of having an empire," there is no doubt that many ethnographers and anthropologists helped legitimate the idea.2 Their debates retain a resonance in our twenty-first century postcolonial world struggling with questions of identity, integration, and cultural diversity.Relying on reports from travelers, missionaries, or colonial officials, human scientists from across the political and religious spectrum justified European superiority. Although a few journalists and philosophers outside the scholarly societies represented a minority anti-imperialist counter-current, the remarkable pervasiveness of hierarchical thinking affected both socially radical anthropologists and more conservative ethnographers.3 While ethnographers proclaimed universal fraternity, they conceded that physical differences affected [End Page 475] intellect and character. The later attack on hereditarianism by Durkheimian sociologists and isolated anthropologists with the catalyst of the Dreyfus Affair is all the more striking.4 As George Stocking has argued concerning a British Victorian thinker, the cultural differences between Europeans and non-Europeans became so entangled with biological issues that there was "difficulty conceptualizing them except in terms of 'race.' "5The two most notable anthropological scholarly societies of the late nineteenth century, both founded in 1859, were the Société d'ethnographie orientale et américaine and the Société d'anthropologie de Paris. Historians have justifiably noted their mutual aversion and have contrasted their differences over scientific method, politics, and religion.6 The ethnographers, inspired by a student of Japanese language and Asian religion, Léon de Rosny (1837-1914), were largely linguists and specialists in Asian texts and pre-Columbian codices that represented partly civilized peoples. Rosny invented the term "ambiantisme" for a philosophy that ostensibly privileged the cultural milieu rather than inborn human nature.7 The society membership varied between 115 in 1864 and 470 in 1878, though it declined to 165 by 1903.8 As a group, compared to the anthropologists, they were more politically conservative, more socially elite, and more inclined toward conventional religion, with its belief in the unity of the species. Their "science of destiny" stressed human freedom and unalterably opposed philosophical materialism.9 [End Page 476]The anthropologists, headed by physician and anatomist Paul Broca (1824-80) consisted of a hard core of like-minded medically trained colleagues. The anthropologists' membership peaked around 500 both in 1885 and 1905, though, they, too declined to 165 by 1914.10 Historians have analyzed the nature-nurture issue more subtly for the anthropologists.11 While the Society almost always expressed interest in both physical and cultural spheres, they privileged the study of crania as an index to the intellectual and moral characteristics of "races." The more extreme hereditarians thought that the nature of allegedly inferior "races" precluded perfectibility. Armand de Quatrefages (1810-92), professor of anthropology at the Muséum national d'histoire naturelle and pioneer of the so-called Muséum school, in his later years cast doubt on whether physical indicators actually demonstrated human superiority. However, the Muséum school did not generally renounce racial hierarchy, though they believed that environmental influences formed and continued to shape human varieties.12 In addition, philosophical materialists, militant atheists, and politically radical thinkers dominated the society in the generation after Broca's death. Almost all were neo-Lamarckians who leavened the idea of a fixed human nature with the possibility of adaptation to a milieu and transmissible acquired characteristics.13 The medical physiologist Charles Richet reported that "heredity and milieu are not antagonistic, but synergistic."14 However, many accounts underplay the differential application of neo-Lamarckianism. In this paper, I show that Nietzsche is a Kantian, and what being Kantian means. He accepts the idea that our perception is configured by concepts which unify and inform the world around us, and which result from a biological evolution of the human species. His Kantianism is thus biological and mainly influenced by Friedrich Albert Lange’s reading of Kant. But this Nietzschean conceptualism must be inscribed in his thought of the will to power, where the perceptive fixation of the (...) world is the result of a degeneration caused by the biological, psychological and historical recovery of the will to power. Thus, I show that Nietzsche’s Kantianism is as biological as it is axiological. (shrink)

I argue that the following two claims provide us with sufficiently strong reason to conclude that God came into existence from nothing a finite time in the past: that God is omnitemporal; and that there is a first moment of time. After defending the possibility of God beginning to exist ex nihilo from various objections, I critique two alternative attempts at providing an account of the relationship between an omnitemporal God and the beginning of time. I show that these either (...) fail to be an alternative to my own model or are less supported by the relevant evidence. (shrink)

Paul Tillich noted the emergence of science by “demythologization” from its original unity with religion in antiquity. Demythologization can lead to conflict with accepted paradigms and therefore requires the “courage to create,” as exemplified by Galileo. Tillich's “God above God” as the ground of creativity and courage can, in this new millennium, enable religion to be reconciled with science. Religion is a source of the “courage to create,” which is essential for progress in scientific knowledge. Religion and science working (...) together as complementary dimensions of the human spirit can lead us into a wider world and greater wisdom. Reconciliation and reunion characterize the New Being and Creation. (shrink)

Paul Tillich and Pierre Teilhard de Chardin both have made contributions to a theology of evolution. In a 2002 essay John Haught expresses doubt that Tilllich's rather classical theology of “being” is radical enough to account for the “becoming” of evolution. Tillich's ontology of being includes the polarity of form and dynamics. Dynamics is the potentiality of being, that is, becoming. Tillich's dynamic dialectic of being and nonbeing is a more descriptive metaphor for the five mass extinctions of evolutionary (...) history than Teilhard's progress. This dialectic is also a more realistic description of cosmic evolution. Tillich's “Kingdom of God” within history as well as “the End of History,” in contrast to Teilhard's Omega Point, does not appear to contradict the Second Law of Thermodynamics, which predicts that the universe will ultimately disintegrate. Haught's contrast/contact modes of relating science and religion would regard Teilhard's Omega Point as an expression of spiritual hope and purpose rather than a scientifically verifiable principle. The contrast/ contact position is consonant with Tillich's description of religion as part of the vertical dimension of ultimate concern and science as part of the horizontal dimension of relationships between finite objects. Tillich did not share Teilhard's optimistic vision of the future. (shrink)

Why are visual artworks experienced as having intrinsic significance or normative depth? Why are some works of art better able to manifest this significance than others? In this 2002 book Paul Crowther argues that we can answer these questions only if we have a full analytic definition of visual art. Crowther's approach focuses on the pictorial image, broadly construed to include abstract work and recent conceptually-based idioms. The significance of art depends, however, essentially on the transhistorical nature of the (...) pictorial image, the way in which its illuminative power is extended through historical transformation of the relevant artistic medium. Crowther argues against fashionable forms of cultural relativism, while at the same time showing why it is important that an appreciation of the history of art is integral to aesthetic judgment. A wide range of previous research has pointed out important interactional features of televised political interviews including the cooperative dimensions to encounters between interviewers and interviewees and the extent to which news interviews differ to everyday conversation. Drawing upon an analysis of 29 televised political interviews broadcast in the UK, this article seeks to build on such work. A preliminary quantitative inspection of the data suggested that a sizeable minority of interviewee responses `hearably' challenged the prior interviewer turn. A conversation (...) analytic approach to the turn-response pairs suggested that whilst a wide range of interviewer turns were potentially vulnerable to such problematizing moves - the challenges made were often boundaried. That is, in making challenges, interviewees typically refrained from developing them in highly personalized terms; they often raised them in passing and, in cases where the interviewee refused to cooperate with interviewers, they typically did so by producing a justification. Further analysis suggested that both interviewers and interviewees did not take the steps to ward off disagreement commonly found in everyday conversation - instead both interviewer and interviewee seemed to orientate to the normality of disagreement. This picture of `boundaried but normalized' challenge was made sense of in terms of different preference structures to those found in everyday talk in which both interviewee and interviewer were understood as skilfully orientating to the normativity of challenges whilst safeguarding the interview structure itself.
